Barcelona was banned by FIFA from signing any new players for next season after being found guilty on Wednesday of repeatedly breaching transfer regulations regulations in signing youth players to its renowned La Masia program. Custom Atlanta Hawks Jerseys Cheap . The Spanish club later announced that it would appeal FIFAs decision. The heavy sanction, which covers the summer and January transfer windows, followed an investigation over the past year into Barcelonas signing of players under the age of 18 from 2009 to 2013. FIFA found the signing of 10 un-named players to be in breach of its rules covering the protection of minors. A fine of 450,000 Swiss francs ($509,000) was also imposed on Barcelona, which was given 90 days "to regularize the situation of all minor players concerned." Barcelona released a 14-point rebuttal, vowing to appeal the decision to the Court of Arbitration for Sport if it did not succeed in reversing the decision with FIFA and be allowed to sign during the transfer window. "Ever since FIFA opened the case the players licenses were cancelled and they have not participated in any official games," Barcelona said in a statement that mostly pointed fingers at the Spanish and Catalan football federation, along with FIFA, while defending La Masia as "an example" of social responsibility in educating young players on and off the field. "These players have all been given the option to remain with the club despite their licenses being revoked," the statement added. The Spanish Football Federation was also found by the world governing body to have violated the rules covering the registration of minors and fined 500,000 Swiss francs ($565,500). Barcelona said in February 2013 that FIFA had sent a communication instructing it not to select six players who are under 18 for its youth matches -- South Koreas Lee Seung Woo, Paik Seung-Ho and Jang Gyeolhee, Theo Chendri of France, Nigerian-Dutchman Bobby Adekanye and Patrice Sousia of Cameroon. The international transfer of players under the age of 18 can only go through if their parents move to the country for non-football reasons. Players between 16 and 18 can move within Europe if certain standards of education and living conditions are met. The punishment, which prevents Barcelona from signing any players until the summer of 2015, leaves recent agreements with Borussia Monchengladbach goalkeeper Marc-Andre Ter Stegen and Croatian teenager Alen Halilovic to join the club in July in limbo. Barcelona has three working days to inform FIFA of an intention to appeal and then a further week to provide its reasons for challenging the punishment. Premier League club Chelsea had a one-year transfer embargo imposed after being found by FIFA to have induced teenager Gael Kakuta to leave Lens, but it was overturned in 2010 by the Court of Arbitration for Sport. FIFA tightened its rules on transferring minors in 2010, to help end what global players union FIFPro described as the equivalent of "child trafficking." FIFA sought to close loopholes which allowed clubs and agents to bring youngsters to Europe on the promise of getting a lucrative contract, only to abandon them without a job or education. In the Barcelona case, FIFA stressed the "interest in protecting the appropriate and healthy development of a minor as a whole must prevail over purely sporting interests." "The disciplinary committee emphasized that the protection of minors in the context of international transfers is an important social and legal issue that concerns all stakeholders in football," FIFA said in a statement. "Above all, the committee highlighted that while international transfers might, in specific cases, be favourable to a young players sporting career, they are very likely to be contrary to the best interests of the player as a minor." Barcelona potentially needs to sign a replacement goalkeeper, with Victor Valdes out of contract at the end of the season and ruled out for seven months this week following knee surgery. Gerard Pique is in need of an assured partner in central defence with the impending retirement of Carles Puyol. The FIFA case threatens to further damage the image of a Catalan football institution that is owned by its members and prides itself as being "more than a club". It is currently grappling with the fallout from last years signing of the 22-year-old Neymar. Barcelona president Sandro Rosell abruptly quit in January as he fights a lawsuit alleging he misappropriated funds by hiding the real cost of Neymars signing from Brazilian club Santos. In February, Barcelona paid 13.55 million euros (then $18.6 million) to Spanish tax authorities to cover any potential irregularities over the transfer, while maintaining its innocence of fraud charges. AP Sports Writer Paul Logothetis in Madrid contributed to this report Cheap Custom T-shirts . The three goals bring Messis career tally for Barcelona to 371 in all games -- including friendlies -- breaking the club record of 369 held by Paulino Alcantara since 1927. The 26-year-old Messi was already the clubs all-time leading scorer in official games. Messi assured Barcelonas fans they will enjoy his goals for years to come, saying "as long as people want me, I will stay here. Cheap Custom Basketball Jerseys Sale . The D-Backs came into being in 1998 and appear destined to finish second in the AL West after the Tsunami that is the Los Angeles Dodgers swept over them. I thought it might be interesting to see what the D-backs have done over their 16 years compared to what the Blue Jays have done over their past 16 campaigns. http://www.basketballcustomjerseys.com/ . Dane Dobbie had four goals and two assists, Karsen Leung had two goals and two assists, and Matthew Dinsdale scored two and helped on another for Calgary (6-3). Shawn Evans and Jeff Shattler had eight-point games with a goal and seven assists apiece, and Jon Harnett and Geoff Snider also scored.FIVE HOOPS THOUGHTS: 1. MATTHEW DELLAVEDOVA (Cavs): This young man really impresses me. Shoots the three, passes it, tough as nails, supremely confident and a very good defender. Terrific second unit glue guy. Did a wonderful job for his team on Tuesday. No back down from him whatsoever in Kyle Lowry matchup last night. 2. RAPS AT QUARTER POLE (16-6): Gotta be pleased with 60 games to go. I like this team. This is a good team that can potentially be very good. They are only 3-3 without DeMar DeRozan - they really missed him in the fourth quarter last night. Schedule has been favourable and look at the next six games they play (New York, twice / Indy / Orlando / Brooklyn / Detroit) - all games that they have a shot in. Its a big six-game stretch that without DeRozan they have to develop a new winning identity as a group before the schedule turns absolutely brutal (Road Games at Chicago, Clippers, Denver on a back-to-back, Portland, Golden State and Phoenix). Big challenges are ahead. After 22 games when I evaluate this team in spite of their record, they are in the same tier as Washington and Atlanta (and are 3-0 versus those squads) in the East while I still put (if totally healthy) Cleveland and Chicago (Raptors are 1-3 against those opponents) as the teams to beat in East. With all due respect to Chuck Hayes and Tyler Hansbrough, Raps still lack that fourth big man to provide consistent rebounding, shot blocking and a bit of offensive punch. There are also questions of consistency at the 3-spot with Terrence Ross - but hes improving. Will be interesting to see how it all plays out here over the next few weeks without DeRozan. Overall, this team is close. How close? Hard to tell yet if that window is truly open to make the run at winning the Conference. You need to win three rounds (12 games) in brutally hardd-fought matches to do that and in order to do that they probably need another legit guy to do it. Discount Custom Basketball Jerseys. Love the patient building approach of management and coaches - they know theyre improving yet not there yet. As you go along - thats the toughest decision to make - when do you know that Window of Opportunity is truly open? Theyre on the right path yet still have a challenging road to travel. Fun start - enjoying it and hopeful that they can continue improving. The games are a lot more fun, thats for sure. 3. TONY ALLEN (Grizzlies): Team is having an awesome season yet this guy never gets enough credit. Hes an adequate offensive guy but man, this dude competes and guards you every step of the way. Hes a stopper and in this league youve got to have a wing who can stand up to great offensive players and make them at least earn their points. He does that and does it quite well. 4. JOSH MCROBERTS (Heat): His former club (Hornets) really misses him and it was nice to see his line last night at Phoenix (10 and 4, 7 assists). Hes been banged up and now starting to find his groove. Tremendous passer, sound shooter and rebounder. Overall good complementary player who makes the right plays. Hell be a guy to keep an eye on now that hes healthy. 5. GREG MONROE (Pistons): Have always liked his game. Smart and fundamentally sound player. Averaging close to 15ppg and over nine boards a game for a struggling squad. Hes a free agent at end of season and it will be interesting to see what Stan Van Gundy and Jeff Bower decide to do with him. Do they trade him for an asset or just use the cap space if he walks at end of year? Do teams roll the dice and try to get a rental player for the stretch run and take their chances re-signing him? Good player to keep an eye on. Fascinating to see how it will play out.
